what's the best way to tell someone that you don't really care about being friends with them anymore?

Avoidance? I'm kind of bad at this sort of thing.

that's what I've been doing :/ but I feel bad about it, and there's only so long you can make up excuses.

I tend to ignore them, and let the thing die slowly by itself. It doesn't always work that well, but I just don't have the heart to say these things to their face :/

:/ Is it someone you won't see after the summer? If it's someone in the 'tron, it may be best to tough it out. If not... something like "it seems we've grown apart" in the past tense?

most likely. it's just sort of complicated because he lives near me and is always like "we should do something!" and I'm like "...yeah........" and I don't want to have to keep avoiding him, you know? :/

me too :/ I just feel bad about it. and he's the type of person who will keep making an effort even when it's sort of pointless (like if I didn't see him for a year, he'd go, "we haven't seen each other in a year! let's do something together!").

Ooo, yeah, awkward. Um, be really busy? I have no good advice.
